Problem is, I'm just wondering how the disabled person is going stop the car, wheel down to remove the skittle (with one hand, while wheeling with the other) and then get back onto the car to park.

Yeah the purpose is to stop people simply parking there.
When a disabled person wishes to park the guard will move the cone.
Actually, that's precisely what I thought. The thing is... there was no security guard there at all, which made me wonder out loud.
Maybe he has to walk out of the office. :/
I think, the disabled has to bang the cone.. and park his car... :)

Hmm, before u wrote this.. i've already saw this situation in basement carpark @ carrefour, subang and thinking how the disabled move the cone as the security guard isnt there (let say he MIA for hours)..
Do you have to hon till the security hears it? or find another parking.. or hit the cone.. I rather hit the cone since its nearer to the main door.. haha..
